The year 2033. Following the recession years, Athens seemed to quickly rebound thanks to an ever-increasing touristic interest and a surge of foreign investments. The application of the Special Economic Zone policy in accordance with the 2024 International Leisure Agreement led to the formation of the 1st Leisure Enclave that contributed to the 25% increase of the National GDP. Due to social and political turbulence in the Leisure Enclave the government is forced to relocate the Federal District from the city center to the newly developed Southern Coastal Area, a plan that is unveiled in the public presentation of the New Hellenic Parliament.
